I know this same problem has been discussed many times before, and I've searched through the answers and tried to apply them but with no success.  It seems on my install of version1.4.9 at http://traderpop.com/photos/ that only the creator of a public album can upload to it, even though I've set "Visitors can upload files" to "Yes".  Neither registered users nor me as administrator can upload to an album we didn't create.

The attachement "shot1.jpg is a screenshot of my Groups Panel showing permission for registered users to upload to public albums enabled.

For help purposes, I've created two test user accounts Test1 and test2.  Test1 has a public album, "Test1 Album" containing one test picture.  As admin I have set that album to allow visitors to upload files as seen in the screenshot attached "shot2.jpg".

The second test account has user name and password both:  test2
If you login as test2 and try to upload a picture, you get the message "Sorry there is no album where you are allowed to upload files".  What am I missing?

So your problem is that users are not able to upload into a user gallery belonging to another user? I don't think that is intended to be possible.

OK, so if I understand correctly then it is impossible to create a public album that any registered user can upload to?  In other words, only one person - the user who created the public album - can upload to that album; and that this is also true of administrators?

No. Public albums are those created by the administrator outside the user galleries section. If you allow uploads into them on the groups page and in album properties then registered users will be able to upload into them.

Users cannot create public albums, only admins can.

Ah, I see - thanks.  Is there a way to transfer ownership of an album from a user to an administrator?

Only by manually editing the database - not recommended.

I probably don't want to do this, but if I promote a user who has pre-existing albums to administrator will he be able to grant upload access for those albums to other users?

That would make no difference, albums in user galleries work differently to regular albums.
