Favourites Gallery

Is there a way that a member can create a section for 'favourite' pictures where they can make a gallery of their favourite pictures from all the images in the gallery, including other peoples?

I have seen the My Favourites selection but this don't seem to cover the above. Is this the Personal gallery in the admin groups field?
