Giving "Admin-Rights" to specific registered users

Hi,

after reading the docs, faq's and some user quotes I'm still quite unsure how to realize the following wishes:

I want a specific user to be a kind of album-manager without giving admin rights to him. This user should be able to perform any changes to the album, viewable by everybody, changeable only by him or admin.

What would be the best way? I've already created the albums and uploadet pictures as admin, but if there's no way out it would also be possible to delete the albums and recreate as the users album.
