Basically I want to make my site more community based and prevent some of the leaching that is going on.

If someone uploads an image (and it is approved) they get the right to download an image - etc.

Is that possible?

Or to have a field to set to allow manually the number of downloads allowed - so as someone uploads things, I can just set their download amount manually?
