Nope..every file results in the same issue..

As I stated earlier in this topic the permissions have been checked and verified several times by me..

Re-check them , you may missed the new uploaded folder
after each folder creation and file uploading (by FTP client) check the new folder permission

After checking and verifying them several times I contacted my host as there had to be an issue at their level as the permissions were the same as they had been all along.

After some checking on their end we have determined their was a conflict on their end no one was aware of and is in the process of being rectified. They are going to have to take the whole site back to a blank site after doing some other modifications on their end. Even though i will now have to re-install it  :o I guess I should be happy I keep full backups here...
