I CANT UPLOAD PHOTOS!

i upload photos and i see this:

Fatal error: Allowed memory size of 20971520 bytes exhausted (tried to allocate 4000 bytes) in blablabla/gallery/include/picmgmt.inc.php on line 260

I go to configuration and i give Debug mode: Yes: All... What else? :'(

i read them and first i dont have file php.ini... in include in gallery folder, i dont have it...
