I followed the direction to the letter. Even ran version check. CPG still shows as version 1.4.9. Is this because I backed up and then reinstalled (after upgrade) my anycontent.php and config.inc.php?

please advise.

thank you

It's because you did not upload all the new files, particularly include/init.inc.php.

Actually, I think it was becuase I did it while CPG was in maintenance mode -- as I just reinstalled 4.10 again (without maint mode) and version check show that it is now 4.10... for the most part. For some dumb reason about half the files are messed up. Halfway through the language folder and all files and folders from then on are still showing as 4.9.

This is messed up! I'm thinking of just pulling CPG and saying forget it!

Oh come on, this is nothing whatsoever to do with Coppermine.

Well, I d/l 4.10 again, and deleted all the old folders and files (with the exception of albums) and re-upped them once again. then tried access CPG and naturally got the 'needs installed' prompt. So I then added back in my backup of anycontent.php and config.inc.php and tried accessing CPG again. Everything was back to working. So I then ran version check (without running update.php) and everything was 4.10 with the exception of anycontent.php, which still shows as 4.9.

Is that the way it should be?

That's fine. The normal way is to overwrite the old files with the new files, but deleting and then uploading them is effectively the same thing.
