Add text on top of the index page, before albums list

I want add some text about some instructions related to site. How I can add text on index.php page before category and albums list.

One more question.

I want that my index page be http://www.prsata.com/slike/index.php   but I want that new visitors/users visit first http://www.prsata.com/slike/ulaz.php because there as some information about site. How I can change index.php to be a index1.php and change for all links on site index.php>index1.php because index.php would be ulaz.php

Again.

Now is:

ulaz.php (enter page) go to index.php (main page of gallery)

I want

index.php (enter page) and index1.php (before index.php).
