Please help, importing .jpe as header in template

for manny people a simple thing to do, but for me a big problem. I've searched through this and other forum(s), but couldnt understand much of these things, because everyone has another design, and wishes.

What do I want?

I want to place this picture http://www.dennisbootsma.nl/themes/rainy_day/images/header.jpg in the place where you can see the "GAL NAME"
