Rating System?

Hello, I have just stumbled onto this site while googling for a image gallery with user accounts and voting.
I have read through the forums but cannot find an answer to my questions. Please help.

I want to set up a site where users can register then submit a picture into a specific gallery. They as well as other users can then cast votes to determine the most popular, 2nd most poular ect. Each user can only vote once per picture and give it a rating out of lets say 5(this could be anything).

Will coppermine allow me to do this?
Can results be kept hidden from the users?
