I'd like to include some help files, especially for users authorized to upload and maintain galleries on my site.

coppermine 1.3.0 (still in beta testing status) comes with user faq displayed permanently, and there's a user contributed mod for cpg1.2.x - see http://davesjoint.net/gallery/faq.php
