Settings not getting loaded?

Hello.

some of the setting i (admin) do are saved in the database, i tested this so far. But it seems to me, as if coppermine is not loading the settings i did. As example, i set uploads not to be approved (in the Config under "User settings" i set "Notify admin of user upload awaiting approval" to NO).
However, i have to do approve the uploads of my users (even if the users load something in their privats gallery, i think it's a shame, i've got 25 users registrated, all of them uploading daily!).

Also i've to activate users, even if i set it off (in the Config under "User setings" i set "Admin activation of registrations" to NO).

Down in the settings of "User settings", i gave the option "Enable Report to Admin" a NO, but this may have nothing to do with it.

Further on, my last chosen skin is not saved/loaded when i empty the cache and log in once more. But here i'm not even sure if coppermine saves it.

In the documentation i found nothing to my problem.

I think, i missed to read somethin in the settings, didn't i?
