Can "Picture" Title be moved to top of Picture?

I am using the Classic Theme.
Can the Title to each picture be moved so it is on Top of the pic, and not below it?

The link you pointed me to discusses the Album title, but does not talk about the individual Picture Title.

When displaying an individual picture, such as:
http://sdwanderers.thehubers.net/gallery/displayimage.php?album=51&pos=24

The title of the picture is displayed below the picture. This usually means you have to scroll down just to see the title. I would like to have the title displayed on top of the picture.
