i can't upload with  " URI/URL Uploads: "  since yesterday, the error is: Could not open URI
i have this problem with all URLs.
PLZ help me

Nobody except your webhost can help you with this. Nibbler told you so. This is not a matter of us wanting to help. URI uploads are disabled by your webhost. Only your webhost can enable them for you. Nobody else in the world can do this except your webhost. That's why it doesn't make sense to whine here.

My host said they haven't changed anything on the server except SAFEMODE.

Is SAFEMODE it's problem?

If you need more help, do exactly as suggested in the upload troubleshooting section of the docs. Failing to do so (e.g. replying with unrelated stuff) will result in this thread getting locked.
