hebrew IPTC want work

hey guys
As you can tell I'm very new to all of this but I like CPG a lot so far.
I was able to do most of the things I wanted all by my self (changing my theme , adding links etc. ) which is a big deal to me  but I still have problem with The Hebrew part of my pictures IPTC

I add the keywords to my images using photoshop and I want to use both Hebrew and English on my keywords.  the problem is when uploading images, the Hebrew part of the IPTC becomes jibrish .

is there away to change this ?

I Searched the forum and the Tutorialsbut couldn't find anything dealing with this. the closest I got was with this topic:  http://forum.coppermine-gallery.net/index.php?topic=37173.0  but I'm not sure this is the problem I have.

Please walk me through this as simply as you can , since I'm not familiar with the technical terms.
I use Hebrew as my config Language  and unicode utf-8 as the encoding
