Where to place users category

I wonder if it is any particuler place the users category must be placed or if it can be put at top, bottom and so on depending of my liking?

Place it wherever you want. Log in as admin, go to the category control panel and use the arrow icons to move it around. Works the same way you can move all other categories around. You can rename the user galleries section there as well.
