The comment box does not appear under my pictures for users who are not registered.  I want anyone to be able to comment on a picture.  Please help.

For the benefit of others you should have posted what you did to solve your issue.
For others with similar issues: allow guests to post comments by enabling the corresponding option in Coppermine's groups control panel as suggested in the documentation.
