in the properties of album, i set visiter CAN post the comment ...
but it doesnnot work, it doesnt' show the input box of comment. why? just when i log into, then i can see the input box of comment.

Ah, but have you configured your groups to allow visitors to post comments?

Read the online doc for more information.
