When I log into a simple "registered" account on my gallery I can see CPGMark in the user menu, but not CPGmark Config. I don't want to see either of them on the user menu when a user is logged in. Does it do this normally?

As Hein suggested, CPGMark goes unsupported here - this is being explained on the announcement thread of that plugin as well.
