I am confused, please help with organization issue.

Hi, I keep messing around with categories, albums etc. and it never does what I expect it to do. I am working on a public photo gal for one site, with no personal gallerys allowed. This is what I want to have.

Should these be in a category?
{3 sections, with only 3 places to put photos.}

That was pretty confusing so basically I just need 3 albums without categorys if thats possible?

yes sure, create only your 3 albums and no categories.

it won't let me delete all of my categories though, for some reason it almost seems like it randomly pics one and makes you keep it. Is there a way i can get rid of it anyway?

If you mean the user galleries category you can't delete it. It is only displayed if used. If you mean something else then post details.
