Remove last editon

how do i remove last edition section in my hp and other pages. i also want to know how to make user can upload images but they cant get it published rightaway ... so that i < or other admin > first chek if the image is appropriate ot not i mean it need to be aprooved ..

I actually also want the ramdom image only to be on my homepage .. how can i do that .. random images just in homepage and last adition section to be romoved..
