I can't view or upload to public albums

So I created a public album in the category User Gallery but only the creator of that album can even see it when trying to upload files...how do I make albums in the user gallery or any where else public?  Groups panel is set to allowed-yes, approved-no, no boxes - fixed, file upload boxes - 1, uro upload boxes - 0 ...I also bridged the gallery to SMF.

Please help.

You can not create an album within the user gallery that everyone can upload to. That's why it is not a public album, but a personal one. Create an album within a "real" public category. Please read the documentation.
