change DB IP storage fields to accommodate IPv6 addresses
remove use of E_STRICT (PHP 8.4 deprecated)
update README to reflect new website

correct deprecation in captcha

I need some advice & help here, I can upload files with no problems to my coppermine site, but my co-admin, who has the same access as me, can't, any suggestions as to what could be wrong please?

Read the upload troubleshooting section of the docs and do as suggested there.
