Filename to Title only when no title exists - Admin tools

Can a change be made to the Admin tools section that changes the title to the (modified) filename. 

After I batch add more photos to an existing album, I must forego this tool or risk overwriting existing customized/edited titles. If the change is made ONLY IF the title is blank, that would work. 

If it was desired to include the entire album, to update all photo titles to filenames, then all the (existing) titles could be deleted first, so we could maintain present functionality as well.
