Admin activation in register

In user settings is marked yes in "Admin activation of registrations ". But when a new user proceeds with the register, appears the message: "Your account is now active and you can login with your username and password ".
The admin receive a request of register, but the user don´t receive a email confirmation. What's the problem?

For this configuration the message would have to be:

"Thank you. Your request for account activation was sent to the admin. You will receive an email if approved."

Correct?

I enabled 'User registration requires email verification' too, but the user don´t receive the email with the activation link. Only admin receive the requisition.
