I changed  ( lang/arabic.php)  and ( charsetmgr.php )    one time to (utf-8)  and another time to ( windows-1256) as it was before upgrading ,

but nothing changed


please advise

You're not suppossed to change the encoding of the language file, but convert the textual content of your database from proprietary encoding to utf-8
