Problem installing

I have FTP'd the directory structure to my webspace but have the following issue:

When I go to http://www.domain.com/install.php I get the various options to fill in, but at the top of the page I have the following message:

Warning: is_dir() [function.is-dir]: open_basedir restriction in effect. File(../../modules) is not within the allowed path(s): (/tmp:/usr/share/pear:/home/fhlinux170/v/domain.com/user) in /home/fhlinux170/v/domain.com/user/htdocs/install.php on line 21

Any help appreciated?
