Been working on many applications....just upgraded to 1.4.16 from 1.4.14.

What template do I use to edit the paragraph UNDER user galleries?

I do not have any albums setup in User Galleries as I want everyone to post under the main albums.

What do you actually want to accomplish? Disallow your users to have a personal gallery and remove all personal galleries that have been created so far. The "user gallery" will then no longer be displayed.
