How to off a rating system? And remove link to the "Top rated" from menu?

The answer is identical to the one I posted on your thread "How deny the comments for all users? (1.4.16)": turn rating off on the groups page. Use final extract to get rid of the menu item. Respect the "one issue per thread" policy.
