Yes you can but omly in the relavent board.

That is the support board where you are allowed to start threads. Before you do please read the board rules.

It is a mistake to think you can solve any major problems just with potatoes.

Well, you can't start a new thread on boards that deal with outdated, unsupported coppermine versions, nor can you start a new thread on boards that deal with contributions. Take the plugin contributions board for cpg1.4.x as an example: that board is meant for actual contributions and not for requests or questions.
However, you can start new threads on the support board of the only version that currently get's supported: cpg1.4.x. Various users have done so today, so I can't see a reason why you should not be able. It might help to read the board descriptions.
