Album Permissions Won't Update

I am having trouble updating/creating permissions for the albums in the two galleries that I have (each on different sites).  Every time I do it it says it has been updated and then it quickly changes back to the albums properties page where I see the permissions are still the same.

I have version 1.4.20 installed.  As far as I can see there are no problems but I could be missing something.

Any help with this will be greatly appreciated.
