1) Upgrade!
2) Set the encoding back to utf-8
3) Ask phpbb-related questions on phpbb-boards, not on our board. There's no file named cpg_center_rondom_scroll.php inside the coppermine package, so this question is none of our business.

Not related to initial install, moving accordingly. Please post on the proper board in the future.
