Problems migrating to new server

I wanted to change to a new server so I can control who can link directly to the images.

I did what was detailed in the docs to migrate;

• backed up the DB
• restored it on new server with no errors
• copied all files to new server
• Added sql users and assigned to manage the database
• edited the config.inc.php file to use the new details
• Changed permissions on folders as requested

but I get the following error message...

Coppermine critical error:
Unable to connect to database !

MySQL said: Host 'squilly.hostcell.net' is blocked because of many connection errors; unblock with 'mysqladmin flush-hosts'

I know the server name is correct because if I change it, it gives a different error.
I've changed the username & passwords to '1' in the config file and on the server and I still get this error 

Any help would be appreciated.

Do what the error message says. If you can't then ask your host to do so.
