I have changed the Album settings but I still get this error when trying to assign albums in the groups area.

And the portion of the help and this forum refers to a "Can upload pictures" option which is not how its phrased so I am assuming you mean "Public albums upload" Allowed = Yes

I have checked everything that I can think of and it does no good. Anything else?

That section is for viewing the group's permissions that are already set in album properties.

I have seen alot of people ask this question and nobody really gives a good answer. I am still at a loss here and am review the same things over and over again.  ???

I have tried to change the Guests Group back to Anonymous Like your script tells me and save the changes but it never stays... most of the other settings I have changed seem to stick. I am assumeing I need to set the Assigned albums under the group names. But once again if someone would give something longer than a 1 sentance response I might be able to get this resolved.

Uhm, what if I want more than 1 group to view a certain album?
I tried using the assigned albums in the GROUPS page but perhaps, the only way I can assign is via the album properties.

Then you need to be a coder and code that into coppermine. Locking.
