Is there a way I can set it up where people can only vote on a specific album in a given month?

For example November voting runs from November 1st to November 30th.
Next month will be December 1st to December 31st, etc.

Such a feature doesn't exist. You can allow/disallow voting per album, but you need to do that as admin and not time-controlled. You could come up with custom code to accomplish what you're up to though comparatively easily if you can code, but that code is beyond the scope of free support, sorry.

The only thing the questions have in common are that they are all related to Ratepic. 3 completely different functions that I am needing that is why I put them in 3 different threads (in trying to keep with not asking more than 1 thing in a given thread)
Ratepic is about how to set the setting.
1 vote per album is just that right now it is per picture within an album.
Having just one active album per month is in my mind a different question too.
