Need change to be able to move user's gallery into top level gallery New

Hi there.  I need a change in the code to allow an admin to move galleries into
top level categories and have a user still mainain privilages over his gallery (meaning that the user will be able to add photos to the album that the admin has moved).

Can anybody help?  I will pay.

Not sure why you want to pay somebody to set your permissions accordingly. Just have a look at the groups manager.
