Modifications to Ratepic

I need a couple of modifications to Ratepic. I will pay $50 dollars for the following modifications.

I would like to have this working within the next 2 weeks.

1. The 1st goal is to only allow 1 vote per album instead of 1 vote per picture in any albums created.

2. The 2nd goal is to prevent a user from voting for any photos they themselves upload to the contest.
