Allowing registered users to create albums in "public" catagories

I think it would be a great feature to allow registered users, or some group, to be able to create albums in "public" catagories. I'd like to be able to have catagories like: People, Places, Things and allow the users to create their own personal albums in these catagories.

If this is currently possible, I have not been able to figure out how to do it in 1.2 standalone or 1.3 beta4

This is not currently possible, but has been asked on this board a few times before.
