Minimum number of uploaded images to permission to post comments

Hi, I have searched for a few hours in this whole phorum, but have not found answer so far. I have 1.4.10 stable version smoothly running, but I would like to add this rule:
"any user has to upload at least three (or any different number) images to get permission to post comments." 

It is a very common rule at most photography galleries. Don´t you know please, if anybody has already solved such topic? Or even if anybody has written a code to apply such rule? Thanks a lot.

Support for the 1.4.x line has ceased. Additionally, if you are running 1.4.10 then you need to upgrade asap.
