I'm planning to upgrade from 1.2.1 to 1.3.
But some languages are missing that were present for 1.2.1.
Can I just copy the 1.2.1 language files to the 1.3 lang folder and use them?

No you can't, some languages were removed becuase no one volunteered to update them for version 1.3
