Does someone know the person who has turned the themes from 1.1.1 to 1.2.x?

Since already I mentioned in another topic, this one evil turned since in 800x600 it does not adjust to the screen and it is necessary to use the scroll bars of the browser to move from left side to right for the theme.

 This was not happening in the same version of all themes for 1.1.1 or previous, I would like to be able correct like this failure since I have users of several resolutions in my web.

 I think that is a problem in the new theme.php but im not secure please help me.
