How do I get to the category control panel?

I readed the Coppermine Photo Gallery v1.4.27: Documentation and Manual, I have searched the board, but couldn't find anything.

I want to make a categorie. In the manual there is a text about how the categorie control panel works, but I can't find any link or what so ever to enter that control panel. Where can I find that link to it?
