Are you performing an initial install?
If so please read the documentation. http://coppermine-gallery.net/demo/cpg14x/docs/index.htm#installation

When you download Coppermine it comes in a compressed format. Unzip it or uncompress it.

Some hosting services allow you to upload compressed files and unpack them on the server which will give you the same results.
