can't change themes

I just upgraded from 1.21 to 1.30.  Now it seems that I can't change the themes.  Even after changing the theme in the config, it changes back to the default theme.  I know that it changes in the database but it just only displays the default theme.  any ideas?

reset the theme you have chosen for you (on your client only) by either deleting your cookie or by adding ?theme=xxx to your gallery's url in your browser's address bar.
