Registration / Admin Activation / Email Verification

My registration is set to require both (1) email verification AND (2) Admin activation. However, some users are registering and after email verification their accounts are becoming immediately active. If both above registration fields are selected in the Admin section, shouldn't the account remain inactive until Admin verification even after email verification?
