When trying to upload as Admin in user mode or as testing user, this is the message I receive:

I am able to upload as Admin in admin mode.  ???

Then you have no albums set to allow uploads by normal users. Create a public album or allow user albums.

Interesting because there is no "Album can be viewed by:" at Update Album.  How do I make it visible for the admin so I can make it a public album.

set "Users can have private albums (Note: if you switch from 'yes' to 'no' any current private albums will become public)" to "yes" in coppermine config. In the future please refer to the documentation and search the board first, this has been asked (and answered) very often already.
