scroll bars all a sudden are covering all place to right. im locked out

my problem is? all the boxes where im supposed to type in, is all of a sudden blocked by a scroll bar, so i cannot add new catergorys or nothing, the scroll bars are in every place you type info, even in the sign in screen, i am locked out my own admin section. because the sign in blocks are even covered by these scroll bars.
anyone know why this is happining?
and how to fix?
