What Happened?

I decided to rebuild my website from the ground up.  I did a clean install of coppermine - What happened to all of the admin controls?  Can't change the title of my gallery, can't change the theme, can't change file sizes?  What is going on?

From reading the help files I feel like I have to be well versed in php.   I'm very unhappy.

resolve your thread. Don't just post "I have found the answer", but tell others what you actually did to solve your issues. Posting a link to the page where you found the answer might help. Describing what you did might help as well.
