The php.ini file is not part of CPG but something your host sets up. It is the control file for all the various PHP settings. On most shared hosting you cannot change it but others allow limited changes. Only your host can tell you how they have their system setup for you to make the changes. Personally, I would find a decent host that isn't messing you about so much.
It is a mistake to think you can solve any major problems just with potatoes.
