Is there a setting that I have to enable so that users and admin can upload files directly to the forum?

Meant batch upload auto correct is killing me lol

If you're talking about batch-add, that feature is just available to admin users. If you're talking about batch upload (= uploading more than 1 file at once), that's possible with either the built-in flash uploader or the HTML5 multi-file upload plugin.
